What this shows
Permit timing is the most under-discussed variable in residential remodeling. A two-week swing in plan review can be the difference between starting a kitchen before Thanksgiving or after New Year's. The chart above shows median residential-permit turnaround times across the five counties where we quote the most work, drawn from our 2025–2026 project start dates. These are not 'best case' marketing numbers — they are the median wait, measured from a complete plan submittal to issued permit.
Greenville County is the busiest jurisdiction and runs the longest queue for full additions, but its over-the-counter mechanical and minor-trade permits are the fastest in the region. Spartanburg and Anderson sit in the middle. Pickens and Laurens counties have shorter queues but smaller staffs, so an incomplete submittal there can stall a project longer than in the larger counties, because a single reviewer's vacation matters more.
What this means for homeowners: ask your contractor early about which jurisdiction you're permitting in and how that affects start dates. A contractor who can't tell you the difference between Greenville-county and Greenville-city permitting (they are different processes with different fees) hasn't pulled enough work there to estimate confidently.
Key takeaways
- →Greenville County has the longest queue but the fastest over-the-counter trade permits.
- →Smaller counties (Pickens, Laurens) move faster on average but are more sensitive to single-reviewer delays.
- →Always confirm city-vs-county jurisdiction before signing a contract — the fees and review paths differ.
